In 2014, MDCL collaborated with Propcom Mai-Karfi, a DFID-funded programme, to provide capacity development support to the Tractor Owners and Operators of Nigeria (TOOAN), Tractor Service Providers (TSPs) umbrella body and Business Membership Organisation (BMO). The main goal of the intervention was to change the tractor market from government focused to private sector focused, and MDCL’s role was to develop the capacity of TOOAN into becoming a self-sustaining and functional Business Membership Organisation (BMO), operate professionally, and better position the association to be a leader in the provision of tractor services in Nigeria.
With the intervention of MDCL’s capacity development support, TOOAN’s prospects were improved. TOOAN has re-invented itself with a clear vision and mission statement for the future and the association now boasts of improved after sales services, enhanced ability to engage with other stakeholders especially banks, improved capacity to manage the various chapters of the association and their businesses, and integration into accredited service provider operators of the Federal Ministry of Agriculture and Rural Development (FMARD).
The improvement in capacity is evidenced by TOOAN’s April 2019 TOOAN launch of 50 tractors in Oyo state, financed by BOI and guaranteed by FCMB/AFD. In recognition of the impact of the relationship between MDCL and TOOAN, MDCL’s CEO, Furera Isma Jumare, was invited to give an address at the event. MDCL’s role was also acknowledged in TOOAN President’s opening speech.
